President Dick warmly welcomed members and guests of the Lions Club of Barwon Heads and Ocean Grove, as well as his two guests Caroline and Colin, Helen Buttress from the Traders Association was also welcomed.

?Eng Ho who has bought the Laundry services in the Industrial Estate was welcomed again.

The raffle was conducted by the Lions Club with proceeds going to the Fire Brigade.

Notes and reminders:

- The tree planting went very well, with over 2000 trees being planted.

- New generations. Support for a new challenge in science and engineering awards for students in remote areas is needed.

The RYLA Camp is scheduled soon. Please let Ann know if you know anyone between 18-21 years who may be suitable. This is an excellent experience, but it is difficult to fill places.

- Geoff Chandler reminded members about the Shine On Awards. He would be pleased to receive nominations any time.

?- Social Committee. Marion Walton. Negotiations are continuing for a bus to go to Colac for the Birregurra Cup on 6/10/2012.

- Pride in Workmanship Award. Please consider likely recipients for this award. Gerry Spencer would be pleased to hear of any nominations.

- Footy Tipping. Please continue to tip throughout the finals.

- Art Show. Entries are coming in well. Raffle tickets are available from Tony Haines if wanted. A volunteer is required to do the liquor handlers course. Hans will do this.

- Membership. Those people who visited recently should be followed up by their hosts or John Paton in the next couple of weeks.

- Summer Market. This will commence in October at Kingston Park as usual. Jim Ricchini noted that there are quite a few new stallholders interested.

- Look Out Reserve. Noel Emselle circulated the roster for the fortnightly clean up. It does not take long and it makes the reserve appear loved!

- The Ballarat South Car Raffle ticket selling activity is upon us again? please put your names on the list where you can be available as it spreads the load and you will get to know the person you are selling with better.

- The Barwon Heads Fine Music Society is holding its 4^th Carnival of Music from 12^th to 14^th October. Tickets are available exclusively from GPAC, or phone 52251200. The venue is the Barwon Heads Community Hall and the program looks varied and most enjoyable. I have further information if required. (A George.)

- A Concert for seniors is being held on Sunday, 28^th October, at 2.00p.m at the Bellarine Church of Christ, 17 Tareeda Way, Ocean Grove. Gold Coin Entry and bookings are essential for catering purposes. Phone Don at 52552398, by 21/10/12.

- Mega Swim. From John Calnin. "On behalf of the team members I would like to thank all who supported us both financially and on the day. It turned out far better than expected and the total raised by the Rotary Team was $12231.00. This was a great achievement! A big thank you goes to family and friends together with the members of Rotary who put their hands in their pockets and raised $745. It is also necessary to thank those who counted laps for us, especially those who got up in the middle of the night. We had some sponsors, John Meagher of 360 Property group who supplied out outfits, Schweppes Drinks for keeping us hydrated and IGA Barwon Heads for fruit etc. Many thanks to all.

I would also like to thank the team, for firstly embracing the project and then getting into the training mode to swim which at the time didn't sound too hard but by lunchtime on Sunday I can assure readers we knew we had been in a Mega event!

1. Helen Buttriss on the BEAR Program (Business Expansion And Retention program) The business community has given $90,000 to the community in the last few years. There are 120 businesses in our area, 60% of which operate from home as well as the Industrial estate and shop fronts. The program is designed to bring members of the business community together to express their concerns and ideas about what helps and hinders small business. Information will be gathered through the interview process where trained volunteer interviewers will ask set questions to approximately 100 businesses over a three-week period. From the data gathered it is hoped that community building, employment, tourism needs and public amenities and infrastructure will be enhanced. The main aim is to encourage all concerned to work together and to talk to each other, to understand the value of networking and to build better and stronger relationships with Council.

2. Martin Stow who has multiple sclerosis also thanked us for our efforts with the Mega Swim.

Martin is an ex-policeman, who worked with the Yorkshire Constabulary, he enjoyed his time in the police force ? walking the best, talking to people and knowing his community.

He told us how to use a truncheon and a police whistle and the importance of knowing where to get a good cuppa. He told us how to arrest someone and to get an admission of guilt. He was involved with the family of the Yorkshire Ripper and guarding prostitutes at that time. It was during the miner's strikes that he learned trudging and wedging, a very effective means of dissipating aggressive behavior. Practical jokes were rife to defray the boredom, as were the fish and chips especially at night. There were good times and bad times especially when faced with a gun (the police were unarmed). Uniform was important with boots polished. Martin believed this showed respect for the uniform and what it represented. This was a lively talk with lots of humour.

For Romney, another day, another donor event

LAS VEGAS (Reuters) - Under fire from fellow Republicans to be more visible in swing states to help his shaky campaign, Mitt Romney will have to pull himself away from a major drag on his time: fundraising events.

Presidential hopeful Romney's new strategy to sometimes hold three campaign events a day in the key states that will likely decide the November 6 election has yet to kick in.

Instead, on Friday he flew across the country to hold just one rally in Las Vegas, but also to attend a fundraiser with wealthy donors at the Red Rock Casino Resort and another one near San Francisco.

"President Obama says he can't fix Washington. I can. I will lead. I will get the job done," he told the Las Vegas audience of financial backers and casino bigwigs.

Among the supporters was Sheldon Adelson, the billionaire owner of The Venetian Resort. Romney teased him in his remarks. "I don't know how it is that Sheldon Adelson got in the front row," he quipped.

Romney needs to keep his donors sweet after President Barack Obama and his allies scored a financial victory in August over the Republicans.

Romney's "Super PAC" - Restore Our Future - plowed through $21.2 million as its fundraising declined for the second month, leaving it with just $6.3 million in cash on hand and raising questions about how much of an ad-buying force it will be in the home stretch.

Adelson and his wife gave $10 million to the Super PAC in June but it is not known whether he and Romney discussed further funding on Friday. The two men were photographed shaking hands after the Red Rock event.

Also in Nevada, Romney held a rally where he spoke for about 20 minutes to several thousand supporters at the campus of the University of Nevada, Las Vegas.

The Republican touched on proposals to help the still-struggling housing market. Nevada, a swing state where polls show a tight presidential race, was one of the epicenters of the housing bust that helped trigger the 2007-2009 U.S. recession.

Romney said the government should move aggressively to sell hundreds of thousands of foreclosed houses it has on its books.

HISTORIC MANSION

He then flew to his other donor event, at a historic mansion in Hillsborough, a wealthy community outside of San Francisco. Among those in attendance was George Shultz, U.S. Secretary of State under President Ronald Reagan.

Romney, who lags narrowly in national polls but by notable margins in battleground states such as Ohio, has mostly stayed away from big swing-state campaign events in the past week.

He has spent time raising money in California, a sure Democratic win in November, and Texas, which is safely Republican. He also visited Georgia and Utah, both Republican-leaning red states, for fundraisers.

"Romney doesn't seem to be out there campaigning enough," Peggy Noonan, former speechwriter for Reagan, wrote in The Wall Street Journal.

The former Massachusetts governor seems "always be disappearing into fundraisers and not having enough big public events."

The number of voters reached by retail campaigning - shaking hands at a state fair, or speaking at a rally - pales next to those that a campaign can appeal to through the kind of intensive television advertising that funds raised from wealthy donors can buy.

But at a time when most swing-state voters have seen hundreds of ads, a local event that might top the evening news is good publicity for a candidate that money cannot buy.

Romney has no public events planned for Saturday, which he will spend in Los Angeles and San Diego, where he has a home. On Sunday, he will hold an evening campaign rally in Denver.

Next week will see him spend more time in front of voters.

He goes on a bus tour of Ohio on Tuesday and Wednesday and will team up there with running mate Paul Ryan.

Apart from being a time sink, fundraisers also hold dangers for Romney. He was speaking candidly to donors at a luxury home in Boca Raton, Florida, in May when he made comments about Obama's supporters becoming reliant on federal aid. Those remarks made behind closed doors surfaced in a video this week and caused a firestorm of criticism.

When Does it Make Sense to Have your Mortgage Refinanced ...

When is it practical refinancing your mortgage? The answer to the question of whether refinancing a mortgage is best for you is not always as simple as yes or no. Just think about your real estate investment business real fast. Do you make quick conclusions without cautious considerations and answer with a yes or no anytime you purchase investment properties? For the benefit of your financial well-being, I have high hopes you don't.

The question does it make sense to refinance depends on a number of scenarios just like any other real estate transactions. And as with any real estate investing prospect, some of these loan refinancing scenarios are not very advisable. Quite a few deals involve a ?maybe but only if? answer and, of course, some options are absolute no-brainers.

I?ll give you my suggestions on how to deal with the concern of whether or not refinancing your mortgage is a good idea by taking a look at a few of these situations. To begin with, let?s look at debt. Should you follow conventional advice, refinance to a lower rate and then repay debts? This right here is a deal breaker to me. Do not do it. You're better off using other people?s money to get rid of your financial debt (i.e. your monthly earnings from tenants in your rental properties.)

Up next, to help cover rehabilitation or remodel costs, should you refinance a loan? I?m not going to label this as a deal breaker, although I lean pretty heavily towards a NO on this scenario. You should not have any problem purchasing realty investment properties well below market price in today?s market. This is why your final offer price should include these repair costs.

The only actual way refinancing receives a slight nudge closer to a yes is it if is the private residence you plan on residing on for many more years and you want to enhance your quality of life. It is, however, just a little nudge towards yes. Don't forget that, you really must take into account all the numbers and costs before you continue with the refinance.

Finally, would it be the better choice to refinance a loan if your intent is to reinvest in more cashflow properties? This specific is the one circumstance where I'd say yes to remortgage the loan. However - yes there is a catch - this scenario only makes sense in certain situations. Also, you need to do your homework much like any property investing deal.

The investment should pay you more than the cost of the refinance. Work the numbers and then run them again. Will this remortgage not cost you money and instead make you money? If that answer is a yes, then my answer is also a yes.

You must be wary of getting caught up in all the hype about low refinance rates. It doesn't seem sensible to refinance your loans nine out of ten times. You must be using that additional cash to obtain more cash flowing financial assets the one time it does be sensible to do so.

Apple loses German patent case v Samsung, Motorola

BERLIN (AP) ? A German court has dismissed Apple Inc.'s claim that Samsung Electronics and Google Inc.'s Motorola Mobility infringed patents used in touch-screen devices.

The Mannheim state court's ruling Friday follows similar decisions in Britain and the Netherlands.

The ruling can be appealed within 30 days.

Apple and its rivals are locked in a complex worldwide battle over patents and design rights covering the lucrative market for smartphones and tablet computers.

Last month a U.S. court ruled that Samsung phones and tablets infringe on Apple patents, and awarded the Cupertino, California, company $1.05 billion.

Meanwhile, Samsung is seeking royalties from Apple for sales of iPhones it says infringe on its patents.
